The captain council inc. categorically rejects defamatory accusations regarding alleged bribery and/or sale attempt

Our organization categorically rejects the insinuations made by Mr. Pedro Domínguez during his program “Aire, Mar y Tierra” aired on July 3rd of this year, broadcasted on Éxitos 90.5 FM from the city of Santiago de los Caballeros, in which he accused our president, Mr. Francisco J. Díaz, of attempting to bribe and/or sell meteorological radar equipment and/or air traffic control systems to Mr. Héctor Porcella, in his previous role as Director of the Dominican Institute of Civil Aviation (IDAC).

The Captains Council Inc., a non-profit organization registered in the state of Florida, United States of America, strictly complies with the anti-corruption laws of the United States, the Dominican Republic, and any other country in which it operates. Our mission, as a think tank, is to contribute solutions aimed at improving Dominican civil aviation. In this context, we regularly hold meetings and agreements with government officials, always adhering strictly to the principle of non-profit. Consequently, it is the internal policy of our organization that no current member seeks or insinuates obtaining economic or personal benefits from the intergovernmental activities carried out by our institution.

The behavior described would constitute a serious violation of our internal rules, as well as an infringement of the United States Foreign Corrupt Practices Act (FCPA), Law No. 448-06 on Bribery in Commerce and Investment, and Law No. 340-06 on Public Procurement and Contracting of the Dominican Republic.

We urge Mr. Pedro Domínguez to immediately cease his malicious accusations, as they unfairly damage the reputation of our organization, the honor of its directors, and, above all, obstruct the fundamental objective of our association: improving public policies in Dominican civil aviation.
