Miami, Florida.— The Captains Council and Dominican Pilots Abroad (DPA) announce the launch of a series of nonpartisan presentations to primary presidential candidates in the Dominican Republic to share their concerns about the state of civil aviation and present proposals to improve safety, institutional capacity, and development.
The first presentation was delivered on September 19, 2026, in Miami to former President of the Dominican Republic and primary presidential candidate Dr. Leonel Fernández. This meeting marked the beginning of a dialogue that both organizations will continue with the other candidates and their technical teams.
The Captains Council, as a think tank, and Dominican Pilots Abroad are joining efforts to bring aviation professionals’ expertise to the national debate and promote public policies that address the sector’s needs. This initiative will be open to all presidential candidates, reflecting both organizations’ commitment to inclusive, constructive, and nonpartisan dialogue.
The presentations will address issues essential to the future of Dominican aviation, including stronger safety oversight; modernization of the institutional and regulatory framework; airport infrastructure and air traffic services; the training and retention of technical personnel; and the independence and capabilities of accident and incident investigations.
Both organizations emphasize the importance of involving aviation professionals from the Dominican diaspora in the design and implementation of projects to improve Dominican civil aviation. Their experience across different aviation systems, specialized expertise, and familiarity with international practices represent a valuable resource for the country. The organizations will therefore promote avenues for technical participation, advisory support, training, and knowledge transfer that enable these professionals to make sustained contributions in collaboration with professionals and institutions in the Dominican Republic.
Both organizations will accompany their concerns with proposals aimed at strengthening aviation institutions, ensuring continuity in technical projects, and encouraging decisions grounded in evidence, professional expertise, and international standards.
The organizations believe aviation must hold a prominent place on the national agenda because of its direct connection to tourism, trade, connectivity, and economic development. Strengthening the sector requires a long-term national vision that extends beyond election cycles and sustains improvements over time.
Through these meetings, The Captains Council and Dominican Pilots Abroad will seek to identify priorities, exchange perspectives with the primary candidates’ technical teams, and encourage the inclusion of specific civil aviation commitments in their respective government platforms.
